Amsterdam: a Google Earth pic

Amsterdam from the west. It would be great if these were all roads – joke – but these dark circles around Amsterdam are of course canals: four concentric half rings of waterways surrounding the inner city, starting and finishing at the IJ bay across the top. It’s a practical and defensive arrangement rather than ornamental, planned and built in its entirety in the 17th century. Car use is strictly controlled through the price of parking, well over €1,000/month in central areas for residents, nudging €50 per day for tourists. With the needs of cyclists – fietsers – uppermost in the mind at all times, and trams and buses, actually driving around is fun and challenging: the railings around the ends of the canals are often so encrusted with bikes it makes manoeuvring tricky.

The Nockalm Pass

Audi made two recces – seriously, one in July and one in August – to find the best mountain roads for its 2,220km Alpen Tour this year.

The route starts in Klagenfurt, southern Austria, heading north west to Kitzbuehel on the first day. Drivers tackle the first three mountain passes out of 22 in total. We take them one by one.

First up: The Nockalm Road.

The Nocky Mountains:

The Nocky Mountains – an affectionate local term for the Nockberge, the highest range in the Gurtel Alps of the Austrian Central Eastern Alps. So-called after Nocken, the domed, grass covered summits, unique to the region. Though Nockalm tops out at 2,049m the gradients are relatively gentle. It’s a nice easy start.

Fifty two corners spread over 35km

Bends and Nature – thirty five kilometers long, with fifty two corners – each named after a variety of local flora (alpenrose, blueberry, cranberry, crowberry) – Nockalm is more than just a twisty road through a spectacular landscape. It’s also a trail through the Nockberg National Park, dotted with nature loving activities like a (brand new) Biosphere and thermal springs. The bad news: it costs €16 to drive. But that grants you, the car and up to seven others a day’s admission and entrance to all the attractions and parking. More bad news: it closed for the winter at the end of October and doesn’t open again until the beginning of May 2014.

Latvia opens longest new road since independence

LATVIA. The longest stretch of road built since Latvia’s independence in 1991 opened yesterday. The two-lane P80 runs 40 miles from Tinuzi, south east of capital Riga, to Koknese (see on map). It will relieve some traffic from the A6 Riga-Daugavpils motorway. Separately, Latvian State Roads is warning about truck queues at the Russian border. On the A12 Terehova checkpoint there was a 180 truck, 10 hour queue yesterday. On the A13 Grebneva crossing there was a two hour, 20 truck wait (there were no queues at P68 Silene, and A6 Paternieki crossing with Belarus). It’s not clear yet if the Russian Federal Customs Service has introduced new rules at the border as it has done recently with vehicles from Ukraine and Lithuania.

Some radical interventions are under consideration to tackle the country’s heinous road safety record: 11.4 fatalities per 100,000 population compared to neighbouring Germany’s 4.7.

The recent All Saints’ long weekend saw 38 deaths and 1,298 arrests for drink driving which surpassed last year’s total despite the holiday being one day shorter.

The condition of the roads is a factor, shortly to be addressed with a massive road building programme.

Apart from higher fines, possibly making them proportionate to income, and awareness education, according to CSM schemes include ‘intelligent speed adaptation’ – GPS-enforced speed limits – mandatory alcolocks and clearing away the majority of signs, the so-called ‘shared space’ concept pioneered in the UK and the Netherlands.

Fines following you home.

With a few exceptions, from today (7 November) any EU driver breaking traffic laws in any other EU country can be prosecuted when back at home.

Well, that’s the theory anyway; it’s not completely clear yet which countries have transcribed the new law onto their own statute books. In a speech on Tuesday, Transport Commissioner Siim Kallas said, ‘We will be monitoring Member States to check that their national laws do properly reflect the EU rules. We will not hesitate to act if this is not the case.’

The directive covers eight offences: Speeding; Not using a seatbelt; Running a red light or other stop signal; Drink driving; Driving under the influence of drugs; Not wearing a helmet (motorcyclists); Using a forbidden lane (bus lane, emergency lane, etc); and Using a mobile phone while driving.

This is in addition to existing rules on cross border collection of parking fines, road tolls and congestion charge and low emission zone fees.

The only countries not signed up to the new directive are Great Britain, the Republic of Ireland and Denmark. As previously, drivers from those countries have to be caught in the act – and police forces in those countries have to catch drivers read handed – to incur fines.

GERMANY. The Nurburgring Nordschliefe and Grand Prix circuit are only open to ‘tourist’ drivers for five more days each this year – the ‘Green Hell’ until the 17 November when the GP track takes over until 1 December.

Winter Tyre Rules Around Europe

The O-O rule loses its impact outside of German speaking countries. Still, it is handy to know that from October to Easter – Oktober bis Ostern – winter tyres, or equivalent, are needed to drive in a number of European countries.

The rules vary – from compulsory between certain dates, regions or conditions – as do the definitions of winter tyres, and even winter itself.

GERMANY & LUXEMBOURG.

Winter tyres must be used in wintry conditions.

Luxembourg: Penus Hiver - winter tyre - campaign.

Luxembourg: In winter, winter tyres. Required from 1 October when conditions are wintery.

Germany and Luxembourg have similar laws on winter tyres: they must be used when there is snow and ice on the road.

This applies from 1 October in Luxembourg and at any time in Germany.

Conversely, when there isn’t any snow or ice you do not need winter tyres.

In Germany the fine for not being ‘properly equipped’ (which includes anti-freeze in the windscreen wiper system) is €60, or €80 if ‘causing a risk to traffic’. Being involved in an accident without winter tyres can also invalidate your insurance says the German authorities.

In Luxembourg the fine is €74 but there is some doubt about whether the rules apply to foreign registered cars (there is even doubt the 1 October date applies).

In both countries a winter tyre is one marked M&S, MS, M+S (for mud and snow), or with the Three Peak snowflake symbol. ‘All-Weather’ tyres marked with M&S are also acceptable.

ITALY.

Winter tyres an alternative to snow chains over ‘winter’.

Italy:

Italy: ‘Obbligo di pneumatici invernali o catene a bordo – Obligation to have winter tyres or snow chains’.

The rules in Italy revolve around the requirement to carry snow chains on particular roads over the winter period – as denoted by signs, above – though winter tyres (or All-Weather tyres) marked M&S, MS or M+S are a legally acceptable alternative.

In most parts of the country winter officially lasts from 15 November-15 April though in the Aosta Valley it starts on 15 October, and in other mountainous regions on 1 November.

The rules are set by each region so fines range from €80-318.

AUSTRIA.

Austria: a winter tyre is one that is marked with M+S, MS or M&S.

In Austria, from 1 November-15 April, all vehicles up to 3.5t may only be driven in ice and snow ‘wintry conditions’ if winter tyres are fitted to all four wheels.

Snow chains fitted to at least the two driven wheels are an alternative if the road is covered with ice or snow.

Trucks 3.5t+ must have winter tyres fitted to drive axles during this period whatever the conditions (up to 15 March for ‘omnibuses’) and carry snow chains.

By law, a winter tyre is only one marked M&S, MS or M+S. There’s no mention of the Three Peak snowflake symbol. However, ‘All-Weather’ tyres marked M and S are acceptable.

The regular fine is €35 but can be as high as €5,000, and your car confiscated, if the case goes to court. Read the full requirements here.

FRANCE, SWITZERLAND & LIECHTENSTEIN

No general requirement.

There is no general requirement to have winter tyres in France. Like Italy, the law revolves around the use of snow chains. Drivers are obliged to use snow chains when directed by signs, above.

Unlike Italy, winter tyres are not always an acceptable alternative, only where the sign is accompanied by ‘Pneus Neige Admis’ (Winter tyres acceptable), above left.

Similarly there is no law on winter tyres in Switzerland (or Liechtenstein) though the authorities warn that drivers with ‘unsuitable vehicle equipment’ who get stuck or cause an accident ‘can be held accountable’.

SLOVENIA.

From 15 November to 15 March all cars must be equipped with tyres marked M+S (either Winter or All Weather tyres), or carry a set of snow chains. Minimum tread depth is 3mm.

SCANDINAVIA.

Some surprising requirements in the coldest part of the Continent.

There are no rules on winter tyres for cars in Norway per se (see link below for vehicles 3.5t+). The National Roads Administration says ‘it is up to the driver to assess whether the vehicle has sufficient grip on the road surface’. However, the advice is pretty clear: ‘Summer tyres should not be used in winter conditions’.

Meanwhile, tread depth must be at least 3mm in winter compared to 1.6mm otherwise. In general, studded tyres or snow chains cannot be used before 1 November or after the second Monday following Easter Sunday (earlier and later in the north). See here for the full advice.

In Sweden, from 1 December until 31 March, during ‘wintery conditions’ – when there is snow, slush, ice or frost on any part of the road (as defined by police) – vehicles up to 3.5t must have winter tyres (marked MS, M+S, etc) with at least 3mm of tread, including trailers.

Vehicles 3.5t+ must have winter tyres on the driven wheels (all of them) except front wheel drive vehicles which must have them all round (or equivalent) with 5mm of tread.

Winter tyres are compulsory in Finland as of 1 December until the end of February (and may be used until 20 April). Minimum tread depth of the ‘principle grooves’ is 3mm. Studded tyres are allowed from 1 November. More here.

Fuel – UK diesel freezes below -15C, Continental diesel below -20C. Always fill up locally.

‘All-Weather’ tyres – despite the varied climate, most tyres supplied in the UK are summer spec. While the debate over the benefits of buying a separate set of winter tyres (and often wheels too) rages – they work best below 7 degrees whatever the conditions – the obvious alternative is a set of All-Weather tyres for use all year (and all over the Continent). The received wisdom is that they are expensive, noisy, reduce fuel economy and are compromised in both summer and winter. The Daily Telegraph conducted a comparison last year. We are about to take delivery of a set and will report back.

It’s believed to be the latest round in Russian hardball tactics ahead of the Vilnius Summit this month when Ukraine hopes to sign an association agreement with the EU.

Top Gear Special. Much mystery surrounds

Spoiler Alert. Much mystery surrounds the location of the next currently-in-production Top Gear Special. Jeremy Clarkson refused to say where it was being filmed when he left last week and updates have been few and far between since. However. This picture tweeted this morning is an obvious clue. We’re not exactly sure, though the writing below looks Georgian and the writing above looks Armenian. If they are in that neck of the woods, to the east of the Black Sea, then there’s one obvious candidate: the Georgian Military Road. Running north-south between Tbilisi, the Georgian capital, and Vladikavkaz in the North Caucasus, it’s one of the few routes between Georgia and Russia. Others include the South Ossetian Military Road and the Transcam. Needless to say this is a dangerous, unstable part of the world. From Armenia there is of course the road, the only road, into the disputed region of Ngorno Karabakh where live bullets are flying around as we speak. Please Jeremy, not there. Just not there. Apart from anything else the Azerbaijanis would be very, very upset. @Yomadic, @TheBlondeGypsy and @PhillJane are in the vicinity too. On the other hand, Top Gear could be Thailand. Update: it’s Thailand.

The NissanLeaf has taken over from the Tesla Model S as Norway's best selling car. The second month in a row that an EV topped the sales charts, for the first time ever. The Leaf sold 716 units compared to 679 Toyota Auris and 646 VW Golfs.

EVs took 7.2% of the market, over twice the amount sold in the same month 2012. A more modest 98 Model S were sold after an incredible 616 early adopter sales in September. Generous incentives for EVs in Norway mean the market is hard to compare with other countries but it does give the lie to one common fallacy: that EVs don’t work very well in the cold.
