Finland. Ill health causes 20% of all traffic accidents according to figures from the National Traffic Police, calling for more intensive monitoring of conditions likely to impair driving ability. Also, a man has been fined £80,000 after being caught driving at 77kph in a 50kph zone. Like in Switzerland, speeding fines are based on the wealth of the driver. Netherlands. Two thirds of local councils earn less than expected from parking with some even loss making. Hengelo for instance will lose €2m this year. The shortfall isn’t just due to the recession but internet shopping too. Expect price rises but also the withdrawal of pay-by-the-minute deals. Latvia. Over 80 drivers have been caught attempting to bribe police officers so far in 2013, a sharp increase on previous years. In the same period of 2011 just 26 people were caught out. The going rate is apparently 20LVL (£24) for speeding, 5LVL for running a red light and 100LVL for drink driving. BNN does not speculate on the reasons for the increase.

Competitors started from one of seven cities – Stockholm, Paris, Glasgow, Lisbon, Frankfurt, Warsaw, Athens – and ‘rallied’ in Monte Carlo. History records there were 341 entries that year, 296 starters and 102 finishers. Rosqvist and Worth came 16th overall. Thirteen crews started from Athens but they were unable to reach Belgrade because of snow. Another Mercedes driver, H.Felder, stopped to help Rosemary Smith and Rosemary Seers who had rolled their Sunbeam Rapier into a ditch “while not wearing seatbelts” but lost so much time he retired too. Patricia Ozanne crashed her Mini Cooper into a lorry on the M1.

The mile long Danube 2 bridge will be opened on 9 May 2013 (Europe Day) by European Commission president Jose Manuel Barroso. First discussed in the 1960s, first works started in 2002, the bridge is only the second fixed link across Romania and Bulgaria’s 280 mile Danube border.

Romania-Bulgaria. A large pothole has appeared – already – on the brand new New Europe bridge, opened in June. It’s on the Romania to Bulgaria, Calafat to Vidin, carriageway. Update: Luckily, water has not seeped into the cavity underneath and damaged communication cables as first feared.

More – The quality of recent road building in Bulgaria has come under attack by newly installed Regional Development Minister Desislava Terzieva. She criticised the ‘lowest bidder’ policy of the previous government in a report on her first 100 days in office citing cost increases on the Trakia and Lyulin Highways, the latter of which has already had emergency repair work due to poor quality lining. A TV report says 80% of the 61 EU part funded programmes have defects. A full report from the Road Infrastructure Agency is due in mid-October.

Snow: much earlier than expected, it’s snowing across the Alps. Most affected so far are south central and east Switzerland and southern Austria. Swiss authorities are already saying ‘winter equipment recommended’. Winter tyres are not mandatory in Switzerland though if you are involved in an accident, and you haven’t taken measures appropriate for the conditions, you’ll have some – expensive – explaining to do. Meanwhile in Austria, some high roads in the south of the country – specifically B95, B99, B110, B186 according to @ANWBEuropa (Dutch only) – are only passable with snow chains.

Now prime minister Erdogan – former mayor of Istanbul – has asked residents to ‘reconsider your relationship with your vehicles,’ as he launched a new fleet of 758 buses today. He also revived the idea of a congestion zone, citing London as an example, though it would only apparently apply to non-residents. The big light on the horizon is a new third bridge over the Bosphorus due to open in 2015. With local elections due in March 2014, transport is sure to be a lively debate.

Speed marathon:

Speed marathon: obviously this is a Spanish traffic helicopter. But it serves as a graphic reminder that it’s the ‘Speed Marathon’ in Germany today: 24 hours of nearly 15,000 police in 9,000 locations all on the lookout for speeding drivers. We did think all the locations would be online – a lot of them nominated by anti-speed locals – but not that we could find. Makes sense to be careful everywhere. Derestricted autobahns are not affected.

UKRAINE. The Eastern Partnership deal, the first step for far East European countries to join the EU (including Ukraine, Moldova and Georgia) will – hopefully – be signed at a summit in Vilnius in late November. The deal is still by no means certain – Russia isn’t happy for instance, see DriveEurope 18 September – but already the first steps in transport have been spelled out in a press release from the European Commission today. The first is harmonisation of rules and regulations when – like Serbia, also not yet an full EU member – Ukraine could (we emphasise could) recognise western European driving insurance policies. This would remove a bureaucratic if not expensive procedure at the border. The second – more definite – is an upgrade of the E40/M10/M-06 Krakovits-Lviv-Brody-Rivne road to modern standards. Ultimately that will connect Katowice/Krakow in eastern Poland (and thus Berlin) with Ukraine capital Kiev.

Germany – nearly 15,000 police officers, in 8,600 locations across the country, will carry out a 24 hour speed ‘Blitz Marathon’ starting at 06:00 this Thursday (10 October). It’s inspired by similar events held each year in Nord Rhein Westphalia, NRW, in west Germany (biggest city Cologne). Citizens nominate flash points and – apparently – all monitoring locations will be published online. We’ll track down the details for Thursday.

Italy: descending the Dolomites to the Brenner Pass A22, the busiest

Italy: descending the Dolomites to join the A22 Brenner motorway, the busiest road through the Alps in the east. Runs south from Innsbruck, as the A13, then over the border, to Bolzano and Trento, hitching up with the major east-west A4 at Verona. You don’t need the Austrian vignette to use the A13, it’s tolled separately, as is of course the Italian section.
