Many major city mayors make their names with drastic new measures aimed at motorists. Ken Livingstone in London and Bertrand Delanoe in Paris are prime examples. The ambitious Ignazio Marino in Rome however could eclipse them both.

The undoubtedly brilliant former transplant surgeon – regularly photographed on his racing bike – has been busily banning cars from the streets as part of his plan to turn the city into a vast open air museum.

The particular target so far has been Via dei Fori Imperiali between the Colosseum and Piazza Venezia.

Cars were banned permanently in August followed by all powered vehicles over Christmas and New Year.

You might recall that the original glittering launch of the all electric Formula E racing series was in Rome last December, on the road around the Colosseum in fact.

Since the new mayor’s election in June 2013, with 64% of the vote, Rome has dropped off the calendar. With Marino, it seems even environmentally friendly cars are politically incorrect.

Today (Monday 30 December) Marino has ‘ordered’ that certain vehicles be stopped from entering Rome’s Green Strip – Fascia Verde – a huge area inside the A90 great ring road.

To be fair, the affected vehicles are all older Euro 0 or 1 standard. Increasingly though, air quality laws are being used by politicians to get motorists to change their ways (see The Back Door to Car Bans). The speed limit will be cut to 70kmh on the Paris peripherique next week in a bid to reduce air pollution.

Last week the European Commission unveiled yet another crackdown on air quality and a new push to prosecute the seventeen countries already in court over air quality.

Leaving aside that a particularly great thing about the 2,000 year old Colosseum is how it works – or has worked – in a modern city, the presumably well meaning Marino seems to think this is the right time to stop Italians buying cars.

The last time so few cars were sold in Italy was 1966. Sales dipped again in November, down another 4%. At risk is the backbone of the Italian economy. The automotive sector historically contributes 10% of all government revenues.

God forbid Marino should ever be elected to run the country. The mass car market is one thing, but what about Ferrari and Lamborghini?

update: despite Mayorino’s best efforts, car sales rose 1.4% in December compared to the same month in 2012.

ROAD RAGE IN THE ex-USSR.

It started in Russia with the Society of Blue Buckets. A loose group of drivers upturned the children’s seaside toy on the roofs of their cars to mimic self-important officials careering through Moscow with outriders and flashing blue lights.

But they also noted times and places and embarrassed a number of high ranking politicians and businessmen – even celebrities – by reporting them for causing accidents and abusing the rules.

The Blue Buckets also dared to take on Ramzan Kadyrov after the fearsome Chechen leader Instagrammed himself driving at 150mph (after which Kadyrov banned himself from driving).

Meanwhile in Ukraine, an organisation called Road Control has been deeply involved in the pro-Europe Maidan demonstrations.

At the height of the protests, pictures of a bulldozer driven straight at ranks of riot police – and the presidential compound – have become enduring images of the entire event.

It was initially dismissed as the work of provocateurs, pro-government forces attempting to provoke a crackdown. In fact, Andrei Dzindzia – a high profile member of Road Control – is currently in prison over the incident though there are widespread doubts about his conviction.

Road Control far pre-dates the Maidan riots. It was set up in 2008 to expose corrupt traffic police by catching them in the act and posting the videos on-line.

In the wake of Maidan several Road Control activists have been attacked – including one shooting – leading to fears the security forces are out to get members of the organisation. Leader Rostislav Shapozhnikov has fed to Poland in fear of his life.

Perhaps bravest of all was the demonstration in central Minsk on 20 December. Hundreds of drivers cruised up and down Independence Avenue, honking horns and ‘breaking down’ in protest at a new road tax.

Dissent is not tolerated in Belarus, dubbed ‘Europe’s last dictatorship’. Many arrests were made but the drivers are not giving up.

A further protest was prevented on 27 December but there’s another one planned for 5 January.

Buzzfeed foreign editor Miriam Elder first noticed the link between drivers groups and the freedom movement in the former USSR (and wrote the original Guardian article about the Society of Blue Buckets).

Why there should be this connection is still an open question. Cars and freedom have always been intertwined in the West but these new movements in the East are of a different order entirely.

COLUMN DRIVING IN NORWAY.

How to drive through a snow storm.

Hot tip: keep the air conditioning on.

Norwegian drivers can’t afford to let snow storms get in the way so they fall into columns and follow a snow plough through the worst of the weather.

There’s a well-established protocol for Kolonne – columns – or Kolonnekjoring – convoys. Drivers assemble at road closed signs and wait for the snow plough to turn up.

The number of cars in the column depends on the conditions so drivers must wait for a place, in exceptional circumstances for up to a day.

That means always having stuff like plenty of fuel, torch, tow rope and shovel, food and drinks and warm clothing in the car.

Winter tyres are not a requirement in Norway but the Roads Administration says, ‘Summer tyres should not be used in winter conditions. The tyres must secure sufficient road grip.’ During the winter tyres must have at least 3mm of tread (normally 1.6mm).

Common roads for convoys in the south include Haukelifjell, Hardangervidda (Hardanger Plateau) and Hemsedal. In the north, especially along the E6 road at Saltfjellet, Sennalandet and Kvaenangsfjellet, and on the country road between Bekkjarfjord and Hopseidet.

Drivers in a column should turn on hazard and fog lights and stay in the car if the column stops – and are advised to use the air conditioning to cool the passenger compartment and prevent the windscreen icing.

Background: this isn’t our first new car but it’s the first one specced from scratch. We were steered towards the Lux pack but decided to spend the same amount on the things we really need, like: heated steering wheel, electric tailgate (how did we ever cope without one), full automatic parking programme, fancy headlights and full length panoramic sunroof. The big draw is the new nine speed automatic gearbox for max fuel economy.  The only problem is you can’t have the conker interior with an Evoque ‘Dynamic’ (we’re not quite old enough for the ‘Prestige’). It was ordered in late November with a build date of 2 January for delivery on 16 January.

I had a really good Christmas and hope you all did too.

Unfortunately it is too late to make any changes to the car as it will be in build already, to ensure we have the car for mid-Jan.

There was no way of changing the seat colour unless you wanted the upgraded seats as discussed when ordering, so even with your very useful contacts they wouldn’t have been able to change anything.

On a positive note, I’m loving the photo. The only way this could be improved is to have the Evoque next to your dog having fun in the water.

Looks like you are in the middle of nowhere, heaven.

I look forward to the excitement when your car arrives in the next 2-3 weeks.

UKRAINE: Reporter brutally beaten after relentless high speed attack.

Shocking dashcam footage apparently shows a car driven by an opposition journalist being repeatedly rammed and run off the road.

Despite doubts over the time code, the film is accepted as genuine.

Civil rights journalist and activist Tatyana Chornovil was driving home in the early hours of Christmas morning when she came under sustained attack from another car.

Despite valiant attempts to escape, Chornovil was eventually cornered then severely assaulted. She is recovering in hospital.

It’s the latest in a series of physical attacks on opposition figures in the past few days, most of them involved in the ‘Maidan’ freedom demonstrations.

The attackers showed no regard for their Porsche Cayenne Turbo, reversing full bore into the journalist’s car on several occasions.

Thanks to the wide, four lane M-03 motorway – between Kiev and Boryspil – Chornovil was able to repeatedly evade the attackers. Only with considerable difficulty is she eventually trapped.

The video makes difficult viewing though Chornovil shows impressive resilience, at one stage fending off the Cayenne as they are about to pass under a bridge at high speed.

Chornovil was reportedly returning from photographing the house of a high profile member of the government, for the latest in a series of articles about the property of top politicians.

With two arrests already and a third man sought by police, there looks to be a chance of her attackers being brought to justice. President Yanukovych has ordered an investigation.

Speculation is currently rife about who might ultimately be behind the attack. Human Rights in Ukraine says, ‘One thing, however, is clear: people willing to block the road by using an expensive sports car are not your ordinary hooligans.’

update 06.01.14: Chornovil continues to recover and is not thought likely to suffer any long term affects. However, she says in her first interview since the incident that the attackers left her for dead. Five arrests have been made and reportedly one confession.

The engine has specially blended oils and cold temperature fluids alongside the Webasto engine heater that will warm the engine before attempting start-up in extreme icy temperatures. The team is currently in Perm, south west Russia, about 2,500 miles as the crow flies from London though they’ve covered over twice that on a circuitous route around northern Scandinavia. It’s about another 2,000 miles direct to their destination, the ‘Pole of Cold’, the coldest inhabited place in the northern hemisphere. Follow them at www.poleofcold.com

€100 to drive in Germany from 2015.

The roads vignette will cost €100 per year and will be introduced in 2015 according to reports in the German press this morning. Presumably there will be a short stay vignette (though there isn’t in Switzerland). The measure is expected to raise one billion euros! (over four years). We still haven’t seen whether it applies to all roads or just motorways.

note: Public broadcaster Deutsche Welle says the toll will apply just to motorways, but all the stories in the press this morning have been written off the back of a simple Q&A interview new transport minister Alexander Dobrindt gave to Sonntag am Bild, the Sunday edition of the Bild mass market daily, published today. That interview only refers to German roads. The €100 per year figure was suggested by the interviewer; Dobrindt says, ‘One can think about 100 euros. But it can also be somewhat more or less.’

update: a journalist from Deutsche Welle responded to our query over which roads the vignette will apply to. @Marks_hallam says, ‘Autobahns for sure, some “Schnellstrassen” [dual carriageway] perhaps, as I understand it. Criticisms include pushing traffic to smaller streets. I’m happy to be corrected, though… ‘

Traffic migrating to back roads is a well-known side effect of motorway toll schemes. Mark Hallam also makes the point that €100 is more than some drivers of low emission cars currently pay in road tax. It’s worth remembering how the German vignette will work. Drivers honked their horns, stopped in the road with their bonnets up for ‘repairs’, or cruised slowly up and down Independence Avenue in the city centre. The protest lasted for an hour.
